The FIFA World Cup is just as much about the underdogs as it is the elite teams. There have been numerous surprise package teams throughout FIFA World Cup history. North Korea were the ultimate unknowns when they somehow showed up in the 1966 FIFA World Cup. They had never qualified for a FIFA World Cup before. Nor did N Korea have any kind of professional soccer league, and its team comprised amateur players.
However, they pulled off one of the biggest shock wins in FIFA World Cup history when they defeated Italy 1-0 in the group stages. Italy went home early after one of their worst-ever World Cups. Italian fans pelted the Italy team with tomatoes after that shock defeat.
The boys from Korea weren’t done with that because a draw against Chile ensured they reached the quarter-final stage. What happened in the first half of N Korea’s quarter-final was astonishing as they went three goals up against Portugal. However, Portugal flipped the script with the brilliant Eusebio scoring four to secure a 5-3 comeback victory.
South Korea was the first Far East country to host the FIFA World Cup, alongside Japan. Although not complete unknowns, there wasn’t much expected of an S Korea side some way down the FIFA World Rankings. S Korea were an outside underdog with home advantage that counted for a lot with the passionate, red-clad fans cheering them on.
The first significant surprise was that S Korea topped a 2002 FIFA World Cup group table that included a very strong Portugal team. S Korea then proceeded to inflict two of the big shock defeats against Italy and Spain in the knockout stages. Admittedly, there was some very dubious refereeing in those matches that favored the host nation. However, S Korea reached the semifinals nonetheless, which was enough to make them one of the biggest surprise packages in FIFA World Cup history.
Morocco sat just outside the top 20 of the FIFA World Rankings before the Qatar World Cup. This team was in relative disarray just a few months before the tournament kicked off after sacking its manager, Halilhodžić. They were also drawn in one of the toughest groups, which included Croatia and Belgium.
So, this African team’s historic run to the semifinals was certainly among the biggest surprises in FIFA World Cup history. Morocco topped its group and defeated Spain and Portugal in the second round and quarter-finals to become the first African team to reach the semi-finals. Although Morocco succumbed to France in the semis, the defensive resilience, tactical brilliance, and team spirit of this surprise package were something to behold.
Cameroon were big underdogs for Italia 90 with a squad consisting of players playing in lower-tier domestic leagues. They had a rather miserable 1990 AFCON tournament. To make matters worse, Cameroon were drawn in a FIFA World Cup group that included defending champions Argentina and Euro 88 runners-up USSR.
Yet, Cameroon set Italia 90 alight by becoming the first African team in FIFA World Cup history to reach the quarter-finals. They inflicted the shock of the tournament by beating Argentina 1-0 in the opening game. Cameroon defeated Colombia in the second round to set up a quarter-final clash against England, which they narrowly lost 3-2. Roger Milla, who scored four times, was undoubtedly the star of the show for Cameroon with his memorable corner flag dance goal celebrations.
Senegal was yet another African surprise package in FIFA World Cup history. This team made its World Cup debut in the 2002 tournament. The bookmakers made them 300-1 outsiders to win the FIFA World Cup.
Yet, Senegal shocked the world with a 1-0 victory against reigning champions France in the group stages and also drew against Denmark and Uruguay to make it through. Then Senegal sank Sweden in the second round with a Golden Goal that secured a quarter-final spot. It was a fairy tale run for a World Cup debutante eliminated by a Turkish Golden Goal in the quarter-finals.
Those surprise package teams pulled off some of the biggest shocks ever seen in FIFA World Cup history. Who can forget their shocking victories against the heavyweights of France, Argentina, Italy, and Spain? Such teams showed that the underdogs can always have their moments in soccer, and Cape Verde and Norway have shown that again in the 2026 World Cup.
