The Bills need to add another wide receiver, given DJ Moore’s shoulder injury, and they need to make it a priority to sign Hill. Their defense is going to be terrible no matter who they add, so they have to prioritize stacking up on wideouts.

If he signs with a contender and approaches anything resembling his previous explosiveness, you’re not acquiring a normal waiver-wire player. You’re acquiring a player with a high ceiling. Additionally, because he’s currently unsigned, the market hasn’t had a chance to fully price in his next landing spot.
He’s 32, coming off a significant knee injury, and hasn’t played an NFL game this season. There is also no guarantee he will immediately play a full-time role. The biggest question now is where his next team will be.
